Efficiency East Midlands has revealed that it has started a bid race for an £800m fire safety and building remediation framework for public buildings.

The deal

According to EEM, the four-year deal will replace EEM’s existing framework when it expires in November and is expected to start in February 2027.

Up to 80 places are available across 10 lots covering major remediation works, fire safety consultancy and the supply and installation of fire doors.

EEM explained that two major works lots will cover external wall, façade and cladding remediation, cavity barriers, fire doors, intrusive surveys and wider refurbishment work.

Contractors will also be expected to support clients through Building Safety Act requirements including higher-risk building work, Gateway 2 and Gateway 3 and Golden Thread information.

Active fire work including alarms, sprinklers, smoke control systems, evacuation alert systems, risers and fire dampers can also be called off.

Coverage

EEM said that it will cover fire strategies, risk assessments, compartmentation and cladding surveys, EWS1 forms and fire engineering.

The framework will be available to councils, housing associations, NHS organisations, emergency services, schools and universities.

Bids will be scored 50% on quality, 40% on price and 10% on social value.

The consultancy highlighted that the deadline for tenders is October 28, with spots awarded in January ahead of the framework going live in February 2027.
